Committee Advances Rules on Municipal Water Contracts

The utilities committee voted on Tuesday to advance a package of rules governing how municipalities award long-term water contracts, a measure that has divided smaller districts from the larger regional authorities serving most of the state's population.

Under the proposal, any contract running longer than ten years would require a published cost comparison against at least two alternative bids, along with an independent review of the projected maintenance schedule. Supporters describe it as a basic transparency measure.

“The question is not whether these contracts are useful,” one committee member said during the hearing. “It is whether the people paying for them can find out what they cost.”
